    APPLYING FOR REFUGEE

    What it is?

    It is a legal protection that Brazil offers to citizens of other countries who are suffering persecution on the grounds of race, religion, nationality, social group or political opinions, or who are subject, in their country, to serious and widespread violations of human rights.

    Who can apply for the service

    Any immigrant who has a well-founded fear of persecution on the grounds of race, religion, nationality, social group or political opinions, while outside their country of nationality and unable or unwilling to be protected by that country. Any immigrant who does not have nationality and is outside the country where they previously had their habitual residence, who is unable or unwilling to return to it due to persecution on the grounds of race, religion, nationality, social group or political opinions. Any immigrant who, due to serious and widespread violations of human rights, is forced to leave their country of nationality to seek refuge in another country.

    The protocol must be renewed annually until the refugee process is concluded. Make sure to keep your contact information up-to-date with CONARE, via email cadastro.conare@mj.gov.br.

    How to apply for refuge

    To apply for refuge, follow these steps:

    1. Create an email or ensure that you have access to an existing email;
    2. Create a registration on the website: sisconare.mj.gov.br;
    3. Define a password for sisconare;
    4. Login to sisconare;
    5. Fill out the refuge application form;
    6. Schedule an appointment with the Federal Police for the issuance of the Refuge Protocol.

    Additional Information

    The time frame for this service ranges from 12 to 24 months. The refuge protocol is valid for 1 year and must be renewed at the Federal Police until the decision of CONARE. The user must receive, in accordance with the principles expressed in Law No. 13,460/17, a service based on the following guidelines:

    1. Courtesy;
    2. Respect;
    3. Accessibility;
    4. Courtesy;
    5. Presumption of user's good faith;
    6. Equality;
    7. Efficiency;
    8. Safety;
    9. Ethics.
