It is a legal protection that Brazil offers to citizens of other countries who are suffering persecution on the grounds of race, religion, nationality, social group or political opinions, or who are subject, in their country, to serious and widespread violations of human rights.
Any immigrant who has a well-founded fear of persecution on the grounds of race, religion, nationality, social group or political opinions, while outside their country of nationality and unable or unwilling to be protected by that country. Any immigrant who does not have nationality and is outside the country where they previously had their habitual residence, who is unable or unwilling to return to it due to persecution on the grounds of race, religion, nationality, social group or political opinions. Any immigrant who, due to serious and widespread violations of human rights, is forced to leave their country of nationality to seek refuge in another country.

The time frame for this service ranges from 12 to 24 months. The refuge protocol is valid for 1 year and must be renewed at the Federal Police until the decision of CONARE. The user must receive, in accordance with the principles expressed in Law No. 13,460/17, a service based on the following guidelines:
